Your family paid your school fees out of pocket last session. Months later your NELFUND loan was approved, and NELFUND sent that same tuition straight to your school. One tuition bill, two payments against it.
So where did the second payment go?
In most cases it is sitting with your school, and your school owes it back to you. That is what a NELFUND tuition refund is. Plenty of students are owed one right now and have no idea, because nobody told them the money existed.
What a NELFUND tuition refund actually is
The scheme does not put tuition money in your hand. NELFUND pays your institutional fee loan straight to your school. Only the upkeep allowance reaches your own account.
That works fine when the loan lands before you pay. The problem starts when it lands after.
Many students could not wait. Registration had a deadline and the portal would not open without payment, so parents borrowed, sold something, or emptied a savings account. Approval came through weeks or months later, and NELFUND paid the school again for the same session.
At that moment your school is holding money that is not theirs. You are owed a NELFUND tuition refund for what you already paid.
This is not a rumour, and NELFUND said it first
In June 2026 the Fund issued a public notice through its Director of Strategic Communications, Oseyemi Oluwatuyi. It said reports had come in of institutions refusing or delaying refunds to students who paid their own fees before the loan was disbursed.
Vanguard reported the notice at the time, and Technext covered it as well. The Fund called the practice unethical and said it had already begun engaging the institutions involved.
The body that runs the scheme has publicly accepted that some schools sit on this money. You are not being difficult by asking for yours.
How to know whether you are owed one
Three things have to be true. You paid your school fees yourself for a session, in part or in full. Your institutional fee loan for that same session was approved and disbursed. And the school never refunded you, nor applied the money to your next session in writing.
If all three are true, there is a NELFUND tuition refund with your name on it.
Check your NELFUND dashboard for the institutional fee disbursement. That is a different record from your upkeep history, so do not confuse the two. Then check your school portal to see whether that session shows as paid twice, or whether a credit is sitting on your account.
The steps that actually work
Bursary offices move fastest for students who arrive with paper. Take your receipt or bank teller for the fees you paid, your bank statement covering it, a screenshot of your NELFUND disbursement record showing the date and session, and your school portal fee page. Email yourself a copy as backup.
Go to the bursary or finance office, not student affairs. Refunds live with the people who hold the money. Ask one clear question. Has a refund been raised for that session, and if not, what is the process to request one. Write down the name of whoever attends to you, and the date.
Then put it in writing. A short letter to the Bursar with your name, matriculation number, department, the session, what you paid, the date NELFUND disbursed, and a request for the refund. Attach copies. Ask for it to be received and stamped, and keep that stamped copy.
The stamp is the whole game. A verbal complaint disappears the moment you leave the room. A received letter starts a file somebody has to close.
If the school still stalls, escalate through your student union welfare officer and report it to NELFUND, who have said plainly that they are engaging institutions on exactly this.
Why this is the same trap in a different coat
The pattern here should be familiar. The system was built around institutions, not around you. Your school holds the record, your school triggers the action, and you cannot serve yourself. It is the same reason students get stranded off the JAMB matriculation list, and the same reason NERD clearance depends on your department uploading your records.
Once you see the pattern you stop hunting for a portal and start chasing the office. Go to the desk, ask by name, put it in writing.
Watch the other half of the warning
That June notice raised a second issue which got far less attention. Some institutions have been raising tuition and other charges after joining the scheme.
NELFUND was blunt about why that matters. The loan exists to reduce what education costs a student. If the school raises fees to match, the student carries the same weight and the public money achieves nothing.
So compare your fee schedule against last session, line by line. Watch the extras as closely as the main tuition, because that is where quiet increases hide. If a charge appeared from nowhere, ask what it is for, in writing.
Nobody should be charging you to claim your own money
Wherever money and confusion meet, somebody sets up shop in the middle. Agents on WhatsApp and Telegram will offer to process your refund for a fee. Do not pay them. There is no shortcut they can sell you, and handing over your portal login is how students lose their upkeep too.
The route is your bursary, your written request, your student union, and NELFUND. Every step is free.
Watch the official channels instead. The Fund cleared the June and July upkeep backlog in late July after weeks of complaints, as BusinessDay reported. Delays get resolved. They just rarely resolve for people who never asked.
Ask this week, not next session
A NELFUND tuition refund gets harder to claim the longer it sits. Staff move on, sessions close, and the person who knew your file gets transferred. If you paid your own fees and the loan came through afterwards, treat this as a task for this week. One visit, one letter, one stamp.
