You studied outside Nigeria, returned with your certificate, and assumed the document would speak for itself. Then NYSC, an employer or another public office asked for proof of its Nigerian equivalent.
That request is where many graduates become confused. Some pay an agent. Some travel to Abuja without an appointment. Others choose authentication when the service they actually need is evaluation.
The Federal Ministry of Education now directs applicants to an online Education Support Services portal. This guide explains foreign qualification evaluation in Nigeria, the difference between evaluation and authentication, the transcript rule and the mistakes that can delay NYSC or employment.
What foreign qualification evaluation in Nigeria means
Evaluation is the process used to assess a qualification earned outside Nigeria and determine its Nigerian equivalent. The Federal Ministry lists NYSC mobilisation, employment and other official purposes as common reasons for the service.
It is not the same as asking a university to send another copy of your certificate. The Ministry reviews the qualification and supporting records, then issues the relevant evaluation outcome for official use.
If you earned your degree, diploma or another qualification abroad and a Nigerian office needs to understand its level, this is likely the route you need. Still, read the request letter from NYSC or the employer. Use the exact service they asked for.
Evaluation is different from authentication
Evaluation is mainly for foreign qualifications being used in Nigeria. Authentication is for checking Nigerian academic or professional qualifications that will be used abroad for study, work or migration.
The portal also offers eligibility or English proficiency letters and letters of no objection for institutions. Choosing the wrong application type can cost time because payments are non-refundable.

The official application process
Create an account with an email address you can open, verify the email and complete your profile. Choose Evaluation if you need a foreign qualification assessed for Nigerian use. Enter your qualification and supporting document details carefully.
The portal calculates payment from the number of pages declared. Generate the Remita Retrieval Reference and pay through an approved Remita channel. Wait for payment confirmation before uploading the documents.
The Ministry says the process is online. Applicants are not required to visit physically for verification. Follow the instructions shown inside your own application rather than travelling because somebody on social media said Abuja attendance is compulsory.
Your university must send the transcript
This is one of the most important rules. For applications that require a transcript, the awarding institution must send it directly from its official email address. A transcript sent by the applicant or from a personal Gmail, Yahoo or Outlook account may be rejected.
After starting the application, give your institution the application number and ask them to include it in the subject line. The portal gives the current transcript address and file instructions. Use the address displayed for your application because government contact details can change.
Do not open a new email account that looks like your university and send the transcript yourself. That shortcut can create a bigger credibility problem than the delay you were trying to avoid.
Documents and details to check before payment
Prepare a clear certificate, transcript arrangement, admission evidence, passport identification and any earlier results requested by the portal. The exact list may vary by qualification and purpose.
Count the pages accurately before payment. The Ministry states that the fee is based on the number of pages and is non-refundable. If the upload contains more pages than you declared, the application may be rejected.
Check your name, date of birth, institution name, course title and award date across every record. If your documents do not match, resolve the issue or prepare the official explanation before submitting.
How this connects to NYSC mobilisation
Foreign-trained graduates have extra verification steps because NYSC must confirm the qualification used for mobilisation. Evaluation does not replace every other NYSC requirement. Follow the current foreign-trained graduate instructions and keep copies of all submitted records.

Do not wait until call-up registration is closing before starting foreign qualification evaluation in Nigeria. Transcript delivery alone can take time, especially when an overseas institution has a separate records office.
Avoid agents and fake verification letters
Use the official government portal. Do not send certificates, passport pages or payment details to an unknown person who promises a letter in two days. Those documents contain enough information for identity misuse.
Keep your application login private. Pay only through the route generated inside the portal. Save the Remita receipt, confirmation emails and the final document. If an employer receives an ESS document, the portal also provides a way to verify an issued document number.
When you need help, use the contact details on the Ministry page or inside the portal. A phone number copied from an old blog may no longer belong to the same office.
